The search is a project of the Provincial Government of Bulacan thru the Provincial History, Arts, Culture and Tourism Office (PHACTO) - Bulacan Provincial Library.
It aims to motivate librarians to introduce innovations in its library programs.
It recognizes the importance of having a Bulacañana Collection in every public library in the province.
It encourages participation in the programs of the province for libraries and librarians.
